Reflections on Reform: What Our Work Reveals About 2026
As we close our 2020–2025 strategic chapter, we turn our attention to what lies ahead. The lessons of the past five years are informing our thinking as we shape the next phase of our work.
As we reflect on five years of purposeful investment in public service transformation, we are grateful to the partners, leaders, and public servants who have walked with us on this journey. Our 2020–2025 Strategic Plan was anchored on four key pillars:
Changing the narrative on public sector reform
Taking ownership of public sector transformation
Public sector leadership development
Strengthening policy design and implementation
Together, these pillars shaped interventions that scaled leadership programmes across ministries, strengthened digital systems through strategic partnerships, and bolstered institutional capacity to deliver better outcomes for citizens.
One of the most valuable outcomes of long-term engagement in public sector reform is perspective. Across our leadership programmes, digital transformation efforts, and policy support initiatives, a few consistent lessons are emerging.
First, reform is rarely driven by a single intervention. It is cumulative and relational, often led by individuals working within constraints rather than ideal conditions. Second, capacity building is most effective when it is practical, contextual, and closely tied to real institutional challenges. Finally, progress accelerates when public servants are supported as part of a wider ecosystem of peers, mentors, and institutions, rather than as isolated change agents.
These insights are shaping how we think about responsible, long-term investment in public service.
