Supporting Civil Service Reform 

In 2025, we worked with government partners to modernise systems, strengthen performance, and recognise excellence across Nigeria’s civil service. From digitalising processes across key ministries to equipping hundreds of public servants with reform-critical skills, discover how our work is helping build a more efficient, accountable, and citizen-centred public service. 


We deepened our support for civil service reform by strengthening systems, building practical skills, and expanding public service professionalism in partnership with public sector reform champions. 

  • In collaboration with the Office of the Head of the Civil Service of the Federation (OHCSF), we supported the development of 43 Standard Operating Procedure manuals for three ministries to improve consistency and efficiency in core processes, while equipping 471 civil servants with digital skills to modernise workflows and accelerate the implementation of reforms.  

  • We partnered with the OHCSF to host a line management workshop for Directors of Human Resource Departments across Ministries, Departments, and Agencies, strengthening their ability to lead performance management, talent development, and professional HR practice in line with national reform priorities.  

  • To advance government digital services, we teamed up with the Federal Ministry of Communications, Innovation & Digital Economy on the Nigeria Web Design Standards (NWDS) Workshop, a collaborative process to shape unified, user-friendly, and accessible standards for government websites that improve how citizens interact with public services online.  

  • Through continued partnerships with the OHCSF and others, we supported the inaugural International Civil Service Week and reinforced efforts to reward excellence, including expanding the Emily Aig-Imoukhuede Endowment Fund for outstanding civil servants, bringing our financial commitment to Civil Service reform to over ₦50 million.  

  • We convened focus group discussions with public sector practitioners to share reform research findings, examine implementation challenges, and co-create context-specific solutions. 

These initiatives contribute to a more capable, responsive, and transformational public sector, one that is better equipped to deliver results for citizens and support national development goals.
