The Oil Producers Trade Section: A partner for Change
Strategic partnerships speed up our mission for a world-class public service. In 2024, the Oil Producers Trade Section (OPTS) stepped forward to equip Civil Service Directors with vital skills to drive change, and the vital skills needed to drive change, and continued this commitment in 2025. Together, we're empowering public sector leaders to deliver real change.
We began this year’s Civil Service Directors’ Training Programme with a special opening ceremony where the Oil Producers Trade Section (OPTS) was honoured for their support and commitment to strengthening Nigeria’s public service. During this event, Mrs Fatima Mahmood, Permanent Secretary, Career Management Office of the Office of the Head of the Civil Service of the Federation (OHCSF), presented OPTS with a well-deserved Recognition Award. This accolade reflects their crucial role as a steadfast partner in building public sector capacity.
Since 2024, OPTS has been instrumental in supporting our shared mission to equip Civil Service Directors with the advanced skills and knowledge required to design practical, evidence-based policies and lead reforms that drive real change. Their investment has enabled us, working alongside the OHCSF, to deliver a bespoke training programme that deepens directors’ ability to translate government priorities into meaningful services for citizens.
This year’s programme, delivered by Pan-Atlantic University, focuses on policy writing, review, and applied case studies, with the goal of closing skill gaps that have previously slowed reforms and affected service delivery. OPTS’ continued backing ensures that Nigeria’s public service leaders are better prepared to respond to complex challenges and deliver reforms that improve the lives of millions.
As Mrs Eluemuno Olumagin, Vice Chairperson of OPTS’ HR Subcommittee, highlighted, “An efficient and capable Civil Service is the foundation for a stable and prosperous Nigeria. Our support for this programme is an investment in the leadership that will drive strategic decisions, stimulate economic growth, and enhance public welfare nationwide.”
Through sustained collaboration and shared vision, OPTS remains a pillar of strength in transforming Nigeria’s public service into a world-class institution, ready to meet the demands of the 21st century and beyond.
