2026 International Civil Service Conference: From Reform to Results 

We returned as Diamond Partners at the second edition of the International Civil Service Conference (ICSC) in Abuja, joining public sector leaders and global partners to examine what it takes to move from reform ambition to real results. 

Over the years, our collaboration with the Office of the Head of the Civil Service of the Federation (OHCSF) has supported bold reform efforts, equipped hundreds of public servants with leadership skills, and championed a vision of an accountable and values-driven public service. 

At this year’s International Civil Service Conference, our Chairman, Mr Aigboje Aig-Imoukhuede, delivered the opening keynote address on “Public-Private Collaboration for Service Delivery and Innovation.” He challenged both public and private sector leaders on what genuine collaboration for reform demands and stressed that meaningful reform goes beyond concessions, privatisation, or infrastructure projects, but is more about building systems that deliver results for citizens. He called for a sharper definition of reform success, emphasising that citizens judge service delivery not by intent but by results. “The true measure of whether government is working is whether a passport is issued on time, roads are completed on schedule, hospitals function, pensions are paid without distress, and businesses can be registered without bureaucracy,” he stated. He also called for more private-sector collaboration, noting that national progress depends on both the private and public sectors working together.
